Award Description: Law Enforcement Essential Services Program. The Turlock Police Department developed a three year strategic and staffing enhancement plan for fiscal years 2006/2007 through 2009/2010. The strategic plan was designed to enhance general law enforcement capabilities as well as drug and gang enforcement capabilities and crime prevention. Eighty-six law enforcement officer positions identified within those plans were originally funded within the 2007/2008 and 2008/2009 budgets; however five law enforcement officer positions were eliminated during a 2008/2009 mid-year budget review. The amount requested will be combined with anticipated funding from the COPS Hiring Recovery Program (CHRP) to reinstate five law enforcement officer positions eliminated during fiscal year 2008/2009 for a minimum of 36 months until economic recovery.
