Award Description: TCCHC will utilize IDS funding to address staffing difficulties that has arisen from the continuing economic crisis of 2008. As a result of reduction in revenue by delayed payments from State funding sources and third party insurances, decreased patient self pay, and reductions in lines of credit from the primary banking partner, TCCHC has been forced to reduce total hours of operation to 32 hours weekly, reducing the capacity to provide health care services by 20%. This impacts all three areas of care – medical, dental, behavioral – by reducing by 20%, the FTEs of providers, including internists, general practitioners, FNPs, PAs, Pharmacists, Dentists, a Psychiatrist and an infectious disease specialist. This impacts all aspects of care, including ancillary services such as nutrition and case management. IDS funding will be used to restore 40 positions, effectively resuming center operations to 40 hours per week. TCCHC services include comprehensive primary medical care across all life cycles, and chronic disease specialty clinics for diabetes and HIV. Dental services on-site include preventative/restorative services, including implants and prosthetics. Behavioral health services supported by this request include on-site Psychiatric care and evaluation, with referrals to on-site outpatient mental health/substance abuse treatment and residential substance abuse treatment for men and women. TCCHC specifically addresses the unique needs of the population served by providing special evening operating hours (minimizing impact on hourly wages), and internal referrals to medical, dental and behavioral services where indicated. Comprehensive outreach services are provided, including screenings in local communities, medical and behavioral health assessments and transportation for patients to appointments and referrals, as needed. IDS funding will restore TCCHC to normal operating hours insuring the provision of care for the large/growing indigent/uninsured population.
