Award Description: The award provides funds to implement Homeless Prevention and Rapid Rehousing Program in the City and County of Honolulu. The program will assist persons and families experiencing homelessness and at risk of homelessness with financial assistance and rehousing and housing stabilization services. Funds will also be used to update Hawaii's Homeless Management Information System to meet the newest technical standards and to administer the program to sub-recipients.
Project Description: The prime recipient spent $20,421.49 during the quarter to modify Hawaii?s Homeless Management Information System (HMIS) to enable it to correctly track and report on American Recovery and Reinvestment Act Homeless Prevention and Rapid Rehousing Program activities and other services to persons experiencing homelessness. Sub-recipient contracts were initiated in August and sub-recipients spent most of their time getting systems in place to implement Homeless Prevention and Rapid Rehousing Program activities. This included developing processes, materials, and staff training and building partnerships with other agencies to collaborate on serving HPRP clients. Sub-recipient partners include financial and credit counseling service providers, landlords and property managers, and other legal service providers. 54 persons including 32 households were served during the quarter and sub-recipients provided $3,000 in Financial Assistance to clients.
Jobs Summary: 11.72 jobs were created and retained among sub-recipients to implement the Homeless Prevention and Rapid Rehousing Program. 7.13 jobs created include housing specialists, outreach workers, a program assistant, a customer service representative, a coordinator/advocate and part of a supervisory position. 4.59 jobs retained include case managers, program managers, staff attorneys, and an office assistant.
