Award Description: The Michigan State Housing Development Authority (MSHDA) will use Homelessness Prevention and Rapids Re-Housing Program funds to prevent homelessness or to re-house people living in homelessness. Specifically, funds will be used for security and utility deposits, utility payments, rental payments, rental arrearages and mediation or case management services. In addition, five percent of community grants are set aside for adminstrative costs and 2% for Homeless Management Information System (HMIS) data entry. The funds are this grant will provide services to many of the 86,189 homeless and at-risk to become homeless people of Michigan.

Project Description: MSHDA will use HPRP funds to prevent homelessness or to rapidly re-house people living in homelessness. These funds will provide services to many of the 86,189 homeless and at-risk people of Michigan. On July 3, 2009 MSHDA released the HPRP NOFA and the Community Housing Assistance Plan application. Applications were due July 31, 2009. Applications were reviewed August10-13,2009. MSHDA awrded 63 grant agreements totaling $23 million. All grants agreements were executed and returned to MSHDA by September 29, 2009. In August 2009 MSHDA provided seven HPRP trainings across the state to HPRP grantees. In addition, webinars were provided on the required HMIS intake and case management protocol, HPRP file documentation and billing. Webinars will continue throughout 2009 and will include a webinar on completing quarterley progress reports.

Jobs Summary: The HPRP will employ staff for administrative duties, case managers (Housing Resource Specialists) to perform intake and other case management services, to enter data into HMIS, and to assist the homeless in locating safe and decent housing. HPRP will employ inspectors to certify Housing Quality Standards (HQS) and lead based paint compliance.
