Award Description: The award is to provide engineering and commissioning expertise to conduct re-commissioning / retro-commissioning planning, identify energy conservation measures, scoping, testing, investigation, evaluation, analysis, calculations, recommendations, and report writing services for 2 building groups.in GSA Region Deliverable to include Water and Energy Audit and Balance Report, Savings Summary ? A summary table of all ECMs. A table which shows current overall building consumption before and after implementation of recommended ECMs and resulting savings ? for water and each fuel type. Summary of facilities and energy and water consumption. Observations about the building use and processes performed. Detailed Building Description. 9. Evaluation of the Facilities Energy Management System. a. Recommendations regarding building envelope testing b. Results of FTP plan including recommendations for new permanent instrumentation points c. Documentation of interviews with GSA building staff and O&M contractors d. Equipment inventory e. Recommendations regarding building related health issues f. Photographs of damaged/malfunctioning hardware. g. Remediation recommendations h. Project Description: Week 1 As of Friday, September 04, 2009, Joe and Bob have contacted GSA, Building Maintenance and Controls people at all 5 of the contracted facilities and are scheduled to visit all the buildings next week(WK2). We have inventories of Midland, OKC and Muskogee. We will request inventories of Dallas and Fort Worth. Week 2 As of Friday, September 11, 2009, Joe and Bob Watson completed setting up trends on site in all 5 buildings contracted from GSA. Joe has completed surveys of the Lanham Building in Fort Worth and the Centre Phase 5 in Farmer Branch. Week 3 Collected inventories, started trending, completed water surveys for 2 sites, scheduled lighting surveys and HVAC surveys, completed 2 HVAC surveys, schedule HVAC meetings with building operators. Week 4 Completed all water surveys, completed all lighting surveys, downloaded HVAC trends from all locations, ;Started assembling draft reports Week 5 Joe and Bob on site during this week to complete surveys, analyze data with operators and give suggestions. Conducted on-site GSA Building personnel and site maintenance contractors, reviewed operating data, developed ECMs for consideration. By weeks end all surveys were completed, data analyzed and meetings with operators held. Week 6 On Oct 2 we collected and compile all data from HVAC as well as the lighting and water reports. Graphed all the trend, VES, HOBO and Utility data collected for each building. Wrote the final drafts for each individual building.
Jobs Summary: Existing part-time positions were expanded as a result of the Recovery Act Funds for Energy Design and Construction Reviewers to perform support for the Energy Conservation Program in support of the American Recovery and Reinvestment Act. Position No. 1 required project management position to coordinate subcontractors and facilitate project completion for the re-commissioning study. The second position provides part-time employment as a data analyst responsible for collecting and compiling data from various sources, preparing final deliverables. (Total jobs reported: 1)
