Award Description: 1. Provide a modern state of the art office environment for the Department of State accomplished through a multi-phased Modernization Project of the Harry S Truman Building, in accordance with applicable regulatory requirements, GSA standards of excellence, DoS standards, and as indicated herein. This project will remove all hazardous materials; will modernize all mechanical, electrical, plumbing, communication, and security systems; will restore historically significant finishes and spaces; will replace all floor, ceiling, and wall finishes of the building shell; will provide a structurally hardened exterior wall and window system, (Refer to the study/preliminary design for guidelines and recommendations for the retrofit design and WRL Phase 1B documents); will provide new tenant offices, conference rooms, support areas, and circulation; will add a new security pavilion at the ‘D’ Street lobby (as designed by KCCT); will replace and improve vertical circulation systems; will provide redundant power systems as required to maintain a constant 'no interruption operation for selected DoS functions; and will incorporate sustainable design. B. Bid Packages and Studies: 1. Pursuant to this effort, two bid packages, will be developed for Phase 1C as described below. Should the A/E decide that a more effective and efficient packaging of the construction contract documents would benefit the government a recommendation should be submitted to GSA for review and approval. A/E will work with GSA to determine methodology so that pricing for shell work and for tenant work shall be discernable. a) Bid Package 1: Bid Package 1 shall be comprised of the following components: Demolition and Hazardous Material Abatement Shall include all necessary analysis and documents to facilitate the accomplishment of the project objectives including the following: removal of all Hazardous Material (HAZMAT); demolition of interior walls, ceilings, finished flooring, plumbing, electrical, mechanical, communication, and security systems; fire alarm, removal of selected vertical circulation systems; support the work effort throughout the Phase 1C project. Blast Resistant Windows, Wall Hardening, Progressive Collapse Mitigation Based on the threat specific criteria, design, applicable details, documentation and construction of Phase 1B, interviews with DoS staff, design analysis, and investigation of Phase 1A blast window and progressive collapse design, the A/E shall prepare design documents to accomplish the construction of blast resistant windows and curtain walls, required wall hardening, and progressive collapse mitigation for Phase 1C. Core & Shell Shall include all necessary analysis and documents to facilitate the accomplishment of the following: modernization of all Building Shell elements for Phase 1C of the base building and tenant areas as defined in the GSA, Public Buildings Service, Pricing Desk Guide, Edition No. 3. The work shall include, but is not limited to, the renovation of (and as appropriate the historic restoration of) the common lobbies, restrooms, elevators, fire egress corridors, and all associated electrical, mechanical, plumbing, and structural system to support those areas, following the guidelines and design solutions established in Phase 1B. b) Bid Package 2: Bid Package 2 shall be comprised of the following: Tenant Improvements Shall include all analysis and documents necessary to accomplish all Tenant Improvements as determined in the DoS approved space plans, POR, and design development process. This package shall include, but is not limited to, all documents for the construction of all offices, conference rooms, secure rooms, utility closets, corridors, and tenant common areas. It will include all supporting electrical, mechanical, plumbing, communications, security, redundant systems, and structural elements for all new spaces.
