Award Description: On 14 July 2009, we received an award from the Recoverability Accountability and Transparency Board (RATB) to deliver a Web site (Recovery.gov 2.0) to enable the American public the ability to track and follow the funds that were distributed under the American Recovery and Reinvestment Act of 2009 (ARRA). As established by the ARRA, the RATB has the responsibility for managing content, operations, and maintenance of the Web site. This includes designing, implementing, and operating a Web site that clearly captures and transmits information on stimulus fund expenditures and disseminates impacts and results in an intuitive and user-friendly way for use by a wide range of audiences. The scope of this order is to provide and implement a complete Web solution, known as Recovery.gov Version 2.0 that facilitates maximum transparency in support of ARRA. The purpose of this contract is to provide a complete redesign, implementation, and operation of the Recovery.gov Version 2.0 Web site. Design services include visual design, user-interface design, information architecture, design engineering, project management, and all expertise required to deliver a Web site with interactive data-visualization and Web application-level functionality. The deliverables under this contract follows an iterative design process that allows Government review at key stages of the project. Government review is defined as evaluation of the project to ensure that the design is on track to satisfy the requirements of the Statement of Work (SOW). Each review period may include refinement of the product and meeting of target benchmarks set by the Government. Major Milestones for the project include: 28 September 2009 Live Site Launch; 15 October 2009 Contract Recipient Data Available; 30 October 2009 Grants and Loans Recipient Data Available. Smartronix is providing cyber security, infrastructure, systems engineering, and data warehousing support for this award. KPMG LLP provides financial, policy, and reporting knowledge regarding the ARRA and data management and coordination support. Synteractive Corporation is providing strategy and business solutions utilizing Web 2.0 portal and collaborative technologies. TMP Government, a top digital agency specializing in the development of communications programs exclusively for Government, contractors, and associations, is providing creative design elements and usability analysis for the site. Project Description: Discovery Phase - This phase included detailed requirements gathering to implement requirements documents along with design and system specifications. Outreach Support - Outreach sessions have been held with the White House, State and local authorities, Congress, the press, and the academic and developer communities. Creative Design - The creative design was completed, resulting in mockups for each page. Mockups illustrating the navigation, data visualization, and overall look and feel were generated. Infrastructure Design - Included the development of the architecture to support all requirements including geospatial features. Portal Design?The portal design was completed to include the development of Webparts and portlets to support the navigation, search, and reporting functionality of the site. Creative Implementation - Final mockups were produced in addition to the development of content features such as tables, graphs, and the coding to support 508 usability requirements. Infrastructure Implementation - Infrastructure was installed and configured to the specified requirements. Portal Implementation - The portal system was developed and implemented based on the portal design specifications. Sub-Systems Testing - Sub-system testing was conducted for each system component. Performance testing was conducted to test overall system performance, load capacity, and caching capability. Systems Testing - Exhaustive systems testing was performed to test each page for functionality, adherence to the requirements specifications, data validation, and overall site integrity. Usability Testing - Usability testing including 508 compliance testing was conducted with sfocus groups across the country to provide feedback on usability. Certification and Accreditation?Authority to Operate was received on 25 September. 28 September Site Launch - The initial release of the public site www.recovery.gov 2.0 was completed on 28 September.
