Award Description: ARRA - Capital Improvement Program Community Health of Central Washington (CHCW) operates the only federally qualified health center serving Kittitas County, Washington. Our approved scope of service includes medical and dental services. Our medical clinic opened August, 2007. Section 330(e) and 330(g) funds were received effective September, 2007. The county is a dental HPSA. Our needs assessment confirmed a severe lack of access for people with Medicaid or with no dental insurance. At the request of the local community, CHCW worked with local dental providers to develop a ?voucher? program for oral health care. The CHCW Board and administration reviewed our experience with that program in July, 2008 and determined that it failed to meet the needs of our service population. A new needs assessment reaffirmed the lack of access. A business plan was completed in February 2009. Because of concern that our massive state budget deficit would result in cuts to oral health benefits and/or eligibility for our Medicaid population, the project has been on hold. The Capital Improvement Program funding has stimulated this project to take off. Renovations to an existing building started in late August and a completion date is expected in late October 2009. Delivery of this important and needed service will begin November 2, 2009. CHCW is the only provider in the county for WIC and maternity support services. We share the goals of our state Department of Health to have each child receive a first dental examination in their first year of life. Our WIC population has had no access. That will change immediately. Our elderly population is also disproportionately disadvantaged in gaining access to dental services. Medical access for Medicare clients is very restricted in our communities, and CHCW cares for a large elder population. Their access will improve immediately. We have not drawn any ARRA funds at this time for this project.
