Award Description: All healthcare providers invest heavily in their facilities, workforce and information systems to deliver excellent patient care. A health center is no exception. The CIP project intends to: 1) Construct the Malama Recovery Substance Abuse Treatment Center at the Waianae Coast Comprehensive Health Center's main campus to expand treatment services for adults and implement services for youth in order to address the substance abuse problems on the Waianae Coast; 2) Upgrade mammography services through on-site digital mammography, an upgrade to X-ray-CR equipment, and installation of a PACS system to store digital images which will allow patients to be served onsite, permit storage and access onsite, and meet growing needs to serve 1,000+ x-ray patients annually; 3) Implement the Data Warehousing/Reporting Initiative to address the current lack of data storage capacity and improve report generation for quality improvement/performance measures monitoring and for reporting to funding sources; 4) Institute a Fax Capture Workflow Automation system to improve faxed medical information from external sources to be processed efficiently and quickly to a patients' Health Center provider for review and then to the electronic medical record; 5) Upgrade the Health Center's Human Resources (HR) Management System by automation and streamlining HR processes to reduce errors and inconsistencies caused by manual input and improving timely access to information, compliance, compensation management, etc.; 6) Upgrading to a Workstation/Server Maintenance, Security , and Patch Management system to support the Health Center's 600 workstations, laptops, and mobile devices which will then free IT support staff to focus on the needs of patients/clinics and the electronic medical record systems and interfaces.

Project Description: Malama Recovey: A groundbreaking was held September 24. The Permitting agency has approved the issuance of a Building Permit. Contractor will take out the Permit (within 30 days), once an independent Engineer performs the Special Inspections required by the Permit. Radiology Upgrade: The PACS system is being re-examined to determine the best fit for our storage infrastructure. EMC (a Fortune 500 storage vendor) is looking into a PACS system to work with our existing (and new) SAN equipment. Storage hardware (for the images) has been purchased. Data Warehousing/Reporting Initiative: Storage equipment has been purchased and installed by EMC. The migration of data warehouse data will begin after additional testing. The contract developer is updating reports to meet new specification by providers, clinicians, and government agencies, as well as grant projects. SQL server licenses have been purchased. Fax Capture Workflow Automation: Quotes are being refreshed and planning has began with the vendor. When RightFax is implemented (end of November) we'll begin the workflow automation implementation. Human Resources Management System: A team has analyzed the current HR system, and mapped solutions to improve processes while integrating the system with the Kronos timekeeping system. The Product Design workbook is done, differences have been identified between the systems, and elements that can be assimilated into the system have been defined. Workstation/Server Maintenance, Security and Patch Management Projects: Purchases of new workstations have begun. We are in discussions with the KACE vendor and quotes, with additional features, have been requested. A site visit was done by the local reseller (OfficeMax). A new vendor, that may provide a comparable inventory and patch management package but lower in cost, is being examined. To date, a total of 2.15 FTE support the projects.
