Award Description: 1. Guam will design and construct a new Southern Police Precinct. This activity will preserve and create jobs, and promote economic recovery. Immediate benefit will be measured in the retention of 20 construction workers (estimated) by the contractor and the (estimated) creation of 2 construction industry jobs. This activity invests in an infrastructure that will provide long-term economic benefit. The new Police Precinct will relocate the facility away from its current location in a flood-prone area and provide the specialized operational needs of a modern police precinct. The new facility will support and sustain the availability and accessibility of a needed public safety facility to the Southern villages of Guam. 2. Guam will design and construct a new Fire Station. This activity will preserve and create jobs, and promote economic recovery. Immediate benefit will be measured in the retention of 20 construction workers (estimated) by the contractor and the (estimated) creation of 2 construction industry jobs. This activity invests in an infrastructure that will provide long-term economic benefit. The new Fire Station will relocate the facility away from its current location in a flood-prone area and replace the current facility that is in an advanced state of disrepair and ensure the long-term provision of emergency services. 3. Guam will design and construct a new homeless shelter for families. This activity will preserve and create jobs, and promote economic recovery. The contractor has estimated a retention of 18 construction industry jobs. This activity will also assist those individuals most impacted by the recession. Economic recession falls heavily on the most vulnerable of our population, the homeless. Homeless shelters feel the direct impact through in increase in clients. With the construction of the new facility, the growing population of homless will be assisted. 4. The Guam Housing and Urban Renewal Authority is designated by the Guam government to administer the CDBG-R funds as provided for under ARRA. Guam will utilize 10% of the CDBG-R funds for the planning and administration of the program.

Project #2 Construction of Agat-Santa Rita Fire Station - Preserve and crate jobs: project not started. Invest in other infrastructure that will provide long-term economic benefit: project not started. Project #3: Construction of Guma' San Jose Homeless Shelter - Preserve and create jobs: project is in the permiting stage, job creation/retention is anticipated during the construction period. Invest in other infrastructure that will provide long-term economic benefit: construction is scheduled to be complted April 2010. Design and testing completed, project 11.31% complete.
