Award Description: The purpose of this grant is to construct Phase 2 of the Rails to Trails Project which is also part of the Master Plan for the Heritage Neighborhood Community Center complex. When completed the trail will provide direct pedestrian and bicycle connection from one side of town to the other, especially to the industrial employment centers and major commercial centers. This is a direct investment in transportation infrastructure which will protect the environment as citizens will be encouraged to utilize the Rails to Trails path instead of driving cars to their designations. Naturally, other signficant outcomes will be to reduce pollution emissions, promote energy conservation, and provide health benefits to citizens. 12-15 construction and temporary jobs are planned to be created during construction .

Project Description: Contract was executed with HUD for the CDBG-R funds. Initial meetings with staff and consultant have been held to discuss design of the trail in context of the larger project which completes the campus of the Heritage Center. Consultant is working on options to phase the construction work. The outcome/objective for this project is availability/accessibility for the purpose of creating a suitable living environment by the construction of this walking/bicycle trail and is a direct benefit to a low and moderate income area.
