Award Description: Diesel Emission Reduction Projects - Six projects were selected to reduce emissions from diesel powered vehicles. Emission reductions will benefit vulnerable populations, such as children, as well as diesel vehicle and equipment operators and the surrounding communities. Three projects will fund the purchase and installation of diesel oxidation catalysts on 95 school buses in areas across the state that do not meet National Ambient Air Quality Standards for ozone and particulate matter. Twenty of those buses will also have crankcase filtration equipment installed. One project will fund the purchase and installation of diesel particulate filters on 33 City of Pittsburgh waste hauling vehicles. One project will fund the purchase and installation of 33 electric powered baggage tractors and 19 dual-port recharging stations at Philadelphia International Airport. The final project will fund the installation of up to 30 truck stop electrification kiosks at the New Stanton Service Plaza on the Pennsylvania Turnpike.
Project Description: As of October 1, 2009, DEP does not have any fully executed grant agreements with sub-recipients for the State Clean Diesel Grant Program. However, program staff members have performed numerous activities relating to the development of the grant agreements. Staff submitted and received approval for five Sole Source Awards. The grant packages for the five projects that received Sole Source Award approvals are fully developed and have been reviewed for legality and completeness. The five complete grant packages are currently undergoing agency review, after which they will be sent to the selected sub-recipients for signature. The sixth project will be administered under a Memorandum of Understanding (MOU) between DEP and the Pennsylvania Turnpike Commission. The MOU has been reviewed for legality and completeness. The project for the Pennsylvania Turnpike is considered to be an infrastructure project by the EPA, and DEP is required to submit a certification letter to EPA prior to obligating funds for the project. Staff have drafted the letter and sent it to the DEP Secretary for signature. DEP and the Pennsylvania Turnpike Commission cannot sign the MOU until the certification letter is received by EPA and posted on a website linked to www.Recovery.gov.
