Award Description: State Child Nutrition Programs, Recovery Act funds awarded to State to implement a competitive equipment assistance grants awarded to school food authorities participating in the National School Lunch Program (NSLP). The NSLP equipment assistance grants are to improve the infrastructure in the NSLP with overall effort to stimulate activity within the American economy. This program focuses on sites in which fifty percent or more of the enrolled children qualify for free and reduced-price meals.

Project Description: State Child Nutrition Programs, Recovery Act funds are awarded to States to implement a competitive equipment assistance grant program for school food authorities participating in the National School Lunch Program (NSLP). The NSLP equipment assistance grants are to improve the infrastructure in the NSLP and to stimulate activity within the American economy. This program focuses on sites in which fifty percent or more of the enrolled children qualify for free and reduced-price meals. Possible uses of grant funds include: (1) equipment that lends itself to improving the quality of school foodservice meals that meet the dietary guidelines, (2) equipment that improves the safety of food served in the school meal programs, and (3) equipment that improves the overall energy efficiency of school foodservices operations. During the reporting period, the California Department of Education implemented a competitive NSLP equipment assistance process that best represented the needs in California. The selection of sub-grantees was based on various grant criteria which included the percentage of students eligible for free and reduced meals, number of students impacted, need for the funds, energy efficiency, whether the grant would increase program participation, whether the grant would contribute to nutritional quality, the ability to expend the funds quickly, and various other factors. During the current reporting period, the California Department of Education and its approximately 240 sub-recipients used the NSLP ARRA funds to purchase various equipment, including refrigeration systems, mixers, sinks, ranges, ovens, slicers, serving cabinets, delivery trucks, dishwashers, food bars, ice makers, and steamers.

Jobs Summary: The California Department of Education, its sub-recipients, and their vendors have created or retained 86 non-teaching positions in areas of food preparation, food service, equipment maintenance, and equipment installation and vendor jobs. Approximately 60 percent of the jobs created or retained were non-teaching positions and 40 percent were vendor jobs. By hiring and retaining these employees, the California Department of Education, its sub-recipients, and vendors have not only provided employment to 86 full-time employees, but helped provide the NSLP with much needed equipment for participating schools.
