Award Description: The Emergency Food Assistance Program ARRA administrative funding - additional funding for foodbanks for storage and distribution and other administrative costs related to the TEFAP program. States may use these additional administrative funds for any allowahle TEFAP administrative cost. These costs could include: transportation, storing and handling of commodities; determination of eligibility, verification and documentation; publishing announcements of times and locations of distributions; and personnel costs, recordkeeping, auditing and other administrative procedures required for program participation.
Project Description: ARRA will provide Ohioans with an additional 2,913,184 pounds of commodities, as a result of an additional $3,984,580 in food and an additional $998,642 in administrative funding. These funds are made available to the food banks for the same purpose and manner as regular administrative funding. The Temporary Emergency Food Assistance Program (TEFAP) passes through federally funded commodities and funds for distribution of commodities to a state network of food banks. In FFY 2009, Ohio received both TEFAP administrative funding and an allocation of entitlement food dollars. Ohio received $1,990,044 in administrative funding, of which $150,000 was retained at the state level. The balance of $1,840,044 was available to pass through to the food banks. Federal regulations allow the use of TEFAP administrative funds to cover direct expenses associated with the distribution of USDA commodities and commodities secured from other sources. Direct expenses include the following, whether they are charged as direct or indirect costs: transportation, storing and handling of commodities; determination of eligibility, verification and documentation; publishing announcements of times and locations of distributions; and personnel costs, recordkeeping, auditing and other administrative procedures required for program participation. The ratio of TEFAP administrative funding to overall operational funding varies from food bank to food bank. During the first six months of CY 2009, the combined monthly average number of (duplicated) individuals served at Ohio's Food Pantries, Meal Site/Shelters, and Congregate/Residential Facilities was 1.17 million. This is a monthly average increase of about 80,000 when compared to the first six months of CY 2008. As of August 11, 2009, a total of $3,003,184 (75.4%) of the $3,984,580 allocated ARRA funds for food purchases was expended to purchase 2,203,744 (75.6%) of the 2,913,184 pounds of commodities that are projected to be purchased.

By hiring and retaining these employees, Ohio's TEFAP sub-recipients have not only provided employment to 4.5 FTEs during these difficult economic times, but helped ensure that TEFAP food has been distributed in the most effective manner possible.
