Award Description: ARRA Cost of Living Adjustment (COLA), and Quality Improvement Funding consistent with the provisions of Section 640(a)(5) of the Head Start Act

Project Description: Project Description: ARRA COLA and Quality funds will be used to reimburse the program for the cost-of-living increases that have been awarded by the state to all Early Head Start employees and are budgeted for in this year?s budget. (All Early Head Start staff received a 4%COLA on July 1, 2008 on top of a 2& COLA on 7/01/07.) ARRA COLA and Quality funds will be used to reimburse the program for the increase in health care costs that have already been budgeted for this year.Health care costs have increased from $500.20 per month/ per employee to $557.30 (7/01/07) and then to $626.16 (7/01/08). These significant increases in both wages and benefits have impacted the Early Head Start budget to such an extent that lay-offs were being considered for the 2009-10 program year if additional funds are not secured. Project Activities: Two supervisors have been retained at full employment after state funding was cut. 4 of the home-based program option slots have been converted tofull-day, full year center based program slots.
