Award Description: The US Social Security Administration proactively engaged IBM to analyze the impact of a series of new hire initiatives within the US Disability Adjudication Services Bureaus. IBM conducted an impact analysis that outlined 21 systems that would need to be upgraded or enhanced in order to accommodate the influx of new hires for each location and the anticpated new case loads over the next several years. Two of the 21 sites were enhanced using components already avaialble through the IBM/SSA System Component Reuse Plan. These sites in the States of DE and KS were completed using funds from the FY2009 US SSA budget. The purpose of the funding through the ARRA is to provide the hardware, software and services to implement the recommendations, for the other 19 sites and the enhancement of the Disaster Recovery system, that were made in July 2009. These funds have been used to purchase the upgrades,new systems and the associated software along with the implemenation services through an award to IBM dated Friday, September 18, 2009. The project is scheduled to run from September 18, 2009 through March 3, 2010. Implementation of these systems is scattered througout the overall period of performance. When complete, each site receiving a new or enhanced system will be able to accommodate not only the new hires for each location but handle the expected increase associated with the anticipated influx of new disability cases that must be adjudicated in the coming years. The State Disability Determination Services Bureaus receiving these upgrades are: AL, AR, CA, FL, GA, IN, LA, MA, MD, MO, NJ, NC, OK, OH, PA, TN, WA, WI and the DR system in the US SSA National Computing Center (NCC) in Baltimore, MD.

Project Description: IBM has performed initial project management, systems ordering, software ordering and begun the initial project planning for site implementation. All systems (both hardware and software) have been shipped.

Once calculated, the ARRA invoiced contract amount is then divided by the revenue per employee figure to obtain the jobs retained for the COTS items.
