Award Description: Educational Technology State Grants to States to improve student academic achievement through the innovative use and the effective integration of new and emerging technology with teacher training, curriculum development, and successful research-based instructional methods in elementary and secondary schools
Project Description: Missouri is distributing 50% of the Title II.D ARRA flow-through funds to districts in Formula (allocation) grants and 50% of the funding via Competitive grants. Competitive program focus includes: the intent is to support schoolwide projects that aim to improve instructional strategies and student achievement through eMINTS or other research-based instructional technology models. We set aside 75% of the competitive funds to support 2-year eMINTS projects and 25% for other instructional models; Projects address school reform by implementing school- or district-wide implementations that focus heavily on teacher professional development related to research-based, proven practices; Projects have to address objectives related to improved student academic achievement and technology literacy skills and changes in teacher’s use of research-based instructional strategies and proficiency in using and integrating technology in curriculum, instruction, and assessment;Projects set aside at least 5% of the their grant funds for project evaluation (funds used to contract external evaluators). SEA non-administrative activities include: Development of professional development, curriculum, instruction, and assessment resources aligned to Missouri’s new K-12 information, communications technology, and media literacy (ICTM) grade-level and course-level expectations;Identification and dissemination of proven technology practices, including (but not limited to) teacher lesson plans, WebQuests and other resources that meet eMINTS certification standards;and Participation in the State Educational Technology Directors Association (SETDA) data collaborative that is collecting data and information from all 50 states about their competitive sub-grant programs
