Award Description: ARRA Supplemental Disrectionary Grant Award. The award represents an additional Discretionary fund obligation to the State for fiscal year 2009 for the Child Care Development Fund.

Project Description: Approximately $18 million in ARRA funds will be used over the next two years to enhance and expand assistance to income-eligible families. The remaining $20 million will be used to automate Virginia's child care subsidy program and improve the delivery of services through quality activities. The Office of Early Childhood Development will use ARRA funds to: (1) reduce statewide waiting lists by providing subsidies to low-income working parents waiting to receive child care services; (2) expand child care services for families in the Virginia Initiative for Employment not Welfare (VIEW) program; (3) raise infant reimbursement rates to child care providers for select localities in Virginia; (4) help reduce the match payment required of local departments of social services to assist with the delivery of child care subsidy services; (5) create an automated system for administering and tracking payments to child care providers; and (6) expand Virginia's Quality Rating and Improvement System (QRIS) and provide support for early childhood teachers to develop their skills and knowledge. ARRA funding will help provide an additional 1,400 months of child care service delivery to working parents. ARRA funding will help to reduce infant care costs born by working parents in targeted localities. This is the most expensive category of child care. The reduced local match allows localities the flexibility of either expanding child care services or assisting with local payroll costs. Automating the child care subsidy program will result into significant cost savings, improved program efficiencies, and reduced error-rates.
