Award Description: This fund may be used for reduction of poverty, the revitalization of low-income communities, and the empowerment of low income families and individuals in rural and urban areas to become fully self-sufficient.
Project Description: Community Service Block Grant (CSBG) provides a broad range of services to ameliorate the causes and conditions of poverty. The ARRA/CSBG plan was presented at a combination Public Hearing and CAA Stakeholder training on May 21, 2009. At this all day session the state ODOD presented the program guiding principals, timeline, grant agreement, grant application, work plans and budgets. Applicants received guidance from ODOD on program requirements as they were known at that time. ODOD issued $38,586,341 in formula grant funds to 52 eligible CAA's that were for the period June 1, 2009 to September 30, 2010. Once these grants were completed an operating advance of 25% of the grant was issued to the grantees. The 52 CAA grantees submitted for review and approval 363 distinct ARRA / CSBG / ROMA outcome management work plans. These work plans are organized according to the five national ROMA goals. Roma Goal 1 , ' low income people become more self sufficient' and ROMA Goal 6 ' low income , especially venerable populations , achieve their potential by strengthening family and other supportive systems' have 212 and 120 respective ROMA work plans. ROMA Goal 1 performance targets areas relate to employment and employment support services and ROMA Goal 6 target the provision of emergency services such as food clothing, medical, transportation, and temporary shelter assistance that are especially directed toward children, youth and the elderly. In a special effort to assist Ohioans apply and obtain assistance for Public Benefits, 36 CAA's are implementing the web based Ohio Benefit Bank designed to help individuals learn about and apply for medical assistance, tax assistance, food assistance and community supports.
Jobs Summary: The jobs created with CSBG ARRA funds include jobs at a summer camp for disadvantaged 3-5 year olds, community learning coordinators, family services positions including personnel to assist displaced and restored citizens, meals on wheels programs for the elderly and disadvantaged, additional positions to increase public transportation routes, and jobs for expanded youth services.
