Award Description: The EPA’s Targeted Brownfields Assessment (TBA) program is designed to assist states, tribes and local governments to minimize the uncertainties of contamination often associated with Brownfields. TBAs supplement and help support other efforts under EPA’s Brownfields Program to promote the cleanup and redevelopment of Brownfields properties. Under this task order, E & E will perform the activities described below at the Troutdale Riverfront Redevelopment site (302 NW 257th Way, Troutdale, OR). E & E expects the period of performance to be September 22, 2009 to June 30, 2010. E & E expects to provide a final report to the City of Troutdale and to other project stakeholders explaining environmental conditions of the site. TBA Activities: 1) Scoping/Planning, attend a scoping meeting and site visit with interested stakeholders, prepare a sampling strategy followed by a detailed Sampling and Quality Assurance Plan (SQAP); 2) Conduct Phase II Assessment, sampling will be conducted as specified in the SQAP and TM direction and will be compliant with EPA Region 10 procedures; 3) Evaluate Cleanup Options; and 4) Prepare TBA report.
Project Description: (1) Internal organizational files have been created. (2) A telephone conference has been held with the E&E, EPA, Troutdale City, Oregon DEQ, and the Developer Summer Lake LLC. A brief overview of the site and approximate schedule were discussed.
