Award Description: Recovery Act - State of Minnesota Energy Efficiency and Conservation Block Grant

Project Description: Office of Energy Security is working to incorporate the National Environmental Protection Act (NEPA) and Davis Bacon requirements into plans to roll-out both the mandatory Energy Efficiency and Conservation Block Grant (EECBG) subgrant and the energy-efficiency improvement subgrant projects. Given recent NEPA guidance, we may limit the activities that will be eligible. For the mandatory grants, 5% of the funds will be reserved for local governments with populations less than 2,000; 10% for 2, 0000 – 10,000; and the remainder will be awarded based on the competitive criteria of energy savings and jobs created per grant dollar requested, green house gas reductions, geographic diversity, and other factors. The energy-efficiency improvement sub grant project will provide up to 25% for improving existing facilities up to a maximum of $100,000. Both Request For Proposals will be available by November.
