Award Description: Rural Health Care, Inc. dba Family Medical & Dental Centers (FMDC), established in 1976, is a federally funded and Joint Commission accredited Community and Migrant Health Center with its primary center located in Palatka, Florida. FMDC, through its ten service delivery locations, offers a full complement of comprehensive primary health care services to residents of Alachua, Clay, Putnam and surrounding counties in north central Florida. All FMDC sites are located in State and Federally Designated Health Professional Shortage Areas (HPSA) and are designated as Medically Underserved Areas or Populations (MUA/MUP). The area is primarily rural with a low income population. While services are offered to all citizens of the service area, particular attention is given to the low income, underinsured, uninsured, migrant, homeless, and Medicaid/Medicare populations. Capital Improvement Program (CIP) funds will be used to alter/repair/renovate all current locations. FMDC's facilities range in age from one to twenty five years old. New roofs are needed on two locations with a roof repair needed on a third. Air conditioners are needed in three locations. Many of the facilities need updated cabinetry, flooring, wall repair, ceiling repair, painting, and energy efficient lighting. Parking lots need to be repaired and two of the facilities need parking lots to improve traffic safety. Equipment will be purchased to update the current equipment inventory allowing for improved patient safety and improved diagnostic testing capabilities. The pharmacies need updated hardware and central site installation and interface. Three locations currently offer radiology services and only one has digital x-ray capability. The other two locations will be updated with digital radiology systems to increase compatibility with Health Information Technology (HIT) and electronic health records. The dental center will be updated with a certified electronic oral health record system.
Project Description: Rural Health Care, Inc. (RHCI) has not yet started its CIP projects as our CIP funds have not been released for use. Staff members are working with HRSA to resolve the remaining grant conditions on our Notice of Grant Award and have responded to inquires from our CIP Project Officer and HRSA reviewers and completed the SHPO reviews on all proposed sites. RHCI staff continues to work on project planning and other functions that can be performed before ARRA funds are available for drawdown. We anticipalte that ARRA funds will be released for use in the upcoming quarter and RHCI is ready to proceed with these projects as soon as funds are available.
