Award Description: Conduct community development activities that benefit low-inome persons througout Livermore. CDBG-R funds will be used to pay for two new 'green' energy and water conservation programs in Livermore. Funds will be used to pay for youth salaries and operating costs for the California Youth Energy Services(CYES) Program in Livermore. This program provides green job and employment skills training to 9 low-income youth in Livermore as they conduct energy audits and install energy and water conservation measures in homes throughout Livermore. CDBG-R funds will also be used to implement an Weatherization and Energy Efficient Rehabilitation Program (WEERP) for low-income homeowners. This program will provide energy efficient upgrades and solar power systems for homeowners to improve the health, safety and maintain affordability of their homes by reducing energy costs. CDBG-R funds for both programs will be leveraged with Energy Efficiency Block Grant funds from DOE for this program.
Project Description: Purpose: To create suitable living environments, create economic opportunities, and to provide decent, affordable housing. During Q1 & Q2, 6 low-income youth were provided with employment opportunities. They provided energy efficiency audits and upgrades to 302 households in Livermore, with emphasis on Limited-english speaking households, renters and low-moderate income households. Number of FTE's created: 5.3; Number of limited-term jobs created: 9.
Jobs Summary: 3.52 FTE jobs were created for a total of 6 CYES youth energy specialists in addtion to 3 positions for program manager, marketing and outreach coordinators during the Quarter 2 & Quarter 3 reporting period. CYES is a limited duration, summer employment program. (Total jobs reported: 4)
