Award Description: WIA Adult (17.258), WIA Youth (17.259) and WIA Dislocated Worker (17.260) employment and training programs. WIA Youth: Provide employment-related services and high quality work experience, including an expanded summer youth work experience component, to Ohio's youth ages 14-24 to prepare them for the workplace. WIA Adult: Provide a variety of work-related employment and training services, including job training opportunities, to unemployed or underemployed adults to support their entry or reentry into the job market. WIA Dislocated Worker: Provide a variety of work-related employment and training services, including job tratining opportunities to laid-off individuals to support their reentry into the job market. Includes Rapid Response services provided to workers with a lay-off notice.
Project Description: WIA adult and dislocated worker programs support employment and training activities, including worker training/retraining, occupational/vocational testing and counseling services, and employment readiness activities. ARRA funds have created or retained nearly 2,465 FTE positions, mostly summer youth jobs, but also for State and Local Area personnel who provide services. The WIA youth program provides training and skill-building activities. As of 8/31/09, a total of 20,130 participants were served with ARRA funds including: 2,851 adults; 2,571 dislocated workers; and 14,708 youth. Over 88% of the youth were placed into work experience, and 48% of the adults and 64% of the dislocated workers received training. The summer youth program helped youth achieve work readiness skills. Now through 3/31/10, WIA areas will be recruiting participants and providing work experience activities for out-of-school youth. Summer youth were placed into targeted industry sectors, such as healthcare, business and professional services, retail, media and broadcasting. Youth also worked in green jobs and learned green-related skills at state parks and recreation centers through the Recovery Conservation Corps program. Statewide projects include: Project Hometown Investment in Regional Economies (HIRE) and Ohio Learning Accounts (OLA) developed collaboratively with multiple state and local agencies. Project HIRE will assist dislocated workers in finding employment; hiring fairs began in September. OLA's provide dislocated workers short-term classroom and on-the-job training. Urban Youth Works targets youth who are: disengaged from the educational system, offenders, aging out of the foster care system, have disabilities, migrants, homeless and/or runaways and children of incarcerated parents. Services remove barriers to youth employment. Constructing Futures targets dislocated and low-income, unemployed adults; by providing pre-apprenticeship training in construction occupations.
Jobs Summary: Ohio computed jobs retained/created based upon the formula of hours worked/paid divided by total hours through 9/30/09. From the inception of ARRA through September 30, 2009 Summer Youth Employment Projects had the largest impact on Jobs Created /Retained accounting for 86% of the hours worked/paid. Additionally, staff reductions were averted in the ARRA WIA Adult, Dislocated Worker and Youth programs including positions ranging from case managers, project managers, program managers, monitors and instructors. Job creation/retention was also reported by the vendors and subrecipients in multiple sectors including employment in the education, service industry, medical, retail, and manufacturing sectors. Total jobs created/retained by program include: Adult Program 33.9; Dislocated Worker Program 22.12; Youth Program 270.83; Summer Youth Employment 2129.69 and Statewide Initiatives 8.08.
