Award Description: The ARRA funds awarded to the Wisconsin Immunization Program will be contracted to local health departments (LHDs), the Women, Infants and Children Program (WIC) within the Department of Health Services (DHS), and to Electronic Data Systems (EDS). The intent of the LHD contracts is to increase the number of children, adolescents and adults that are up-to-date with the recommended immunizations for their age group. The LHD contracts allow for activities such as: (a) purchasing equipment related to vaccine storage and handling; (b) providing school based clinics for school-required adolescent and seasonal influenza vaccines; and (c) providing funding for day care center focused activities and adult initiatives. Funds to the WIC Program are to establish a real-time bi-directional interface between the Wisconsin Immunization Registry (WIR) and WIC's ROSIE (Real-Time On-Line Statewide Information Exchange) system and for allocation to WIC Projects for record assessment referral and data entry. The funds to EDS will establish a more efficient interface between the WIR and health care providers' electronic medical record systems.
Project Description: The notice of award for this funding was received on September 15, 2009. In anticipation of the award, Department staff had informed the 92 LHDs of their potential subrecipient awards, the activity options, the planned contract monitoring system, and recommended brands and models of vaccine storage, monitoring and transport equipment. The Department also began developing reporting and evaluation guidelines for LHDs. Since receipt of the award, the staff has been preparing the LHD contracts. In addition, staff has: (a) begun the development of instructions on creating ad hoc reports in the WIR to measure vaccine coverage of subpopulations; (b) met with representatives from the State WIC Program to discuss programmatic needs, work timeframe and expectations for quarterly progress reports; (c) developed a quarterly progress report template for the WIC IT vendor; and (d) obtained an estimate of needed resources from EDS for EMR Interface enhancement.
