Award Description: Abstract City of Plainview The City of Plainview is proposing to purchase vehicle laptop computer, Criminal Investigation Division (CID) laptop computers, vehicle L-3 camera, and supplies that will consist of DVD disk, this project will be known as Plainview Police Department Equipment Update and Supplies. The City of Plainview Police Department currently has 30 officers, two more in-training and has additional two slots to fill. The department has 22 patrol units; currently not all vehicles have their own laptop. Once an officer reports for duty they check-out a laptop that was previously used by the officer on duty. The purpose of purchasing an additional laptop is moving towards the goal of having a vehicle laptop for each officer. More importantly the new laptop will be able to support new software and server capacity. The new software will allow the PD to tie into the P25 system; currently the program only ties into the City Police Department and City Municipal Court. The City of Plainview has 7 officers in their Criminal Investigation Division. The division currently has two laptops; the proposal is requesting one laptop. Again the City of Plainview Police Department goal is to provide every officer with their own laptop; the purchase of this laptop will assist in this goal. This laptop will enhance crime scene investigation by allowing the investigators a more modern diagramming system. Thirdly the Police Department is requesting purchasing 5 vehicle L-3 cameras. The purchase of the L-3 cameras will enhance the officer?s report. The digital cameras produce a higher quality in picture that holds up much better in court than their previous system. Not only will they enhance the reports but they will update the out-dated system. The system in place in some of the vehicles is Video Home System (VHS). A system that is no longer in use and also replacement parts are becoming deplete. The last request is for supplies. The supply in request is dvd?s for their recording system. The department uses these dvd?s as a back-up system. The City of Plainview Police Department Equipment Update and Supplies grant application will meet many goals of the department and meet state initiatives. State is asking law enforcement entities to upgrade their recording system from the out-dated VHS to a digital recording system. It will also meet department goals to allow each officer to have their own laptop for their patrol cars and updating their server capacity. Allowing each officer to update their technology will take the department into a more efficient workplace. The PD has gone out for quotes on this new technology and will use city criteria in choosing their vendor. The PD estimated time of project completion is at the end of FY 2010-2011.
