Award Description: The City of Dallas, Dallas County, and all other eligible recipient Cities within Dallas County will use JAG Recovery Act funding for a variety of uses, all designed with the goals of enhancing law enforcement and prosecution efforts throughout the County. The City of Dallas acts as the fiscal agent for all 19 jurisdictions funded under the JAG program within Dallas County, and will submit aggregated reports each quarter. The 'Total Federal Amount of ARRA Expenditure' will NOT include the amount Dallas has distributed to subrecipients, but will only encompass those dollars spent on the projects carried out by Dallas and the subrecipients (including adminstrative costs). The goals of enhancing law enforcement and prosecution efforts will be achieved through funding new officers and the needed equipment and training to ensure we have the highest caliber of officers on the streets, with all the tools they need to perform their duties; equipment and software acquisition to increase efficiency, and aid information sharing and intelligence analysis; and social service programs including prisoner reentry, community prosecution, and community policing programs, which increase collaboration between citizens and the justice system. The City of Dallas and other JAG eligible jurisdictions within Dallas County will measure performance based on the performance measures established by BJA for JAG Recovery Act funding. Jurisdictions will measure progress along metrics including: funded positions filled; percentage of officers with given equipment, such as tasers; percentage of identified equipment acquired and in use; and percentage installation and functionality of software. The JAG program allows eligible jurisdictions to drawdown their full allocation upfront, deposit it in a trust fund, and accrue and spend any interest if they so choose. Any interest accrued is reported as program income and must be expended within the performance period. Any unexpended funds (direct allocation or interest) must be returned to the Department of Justice within 90 days of the end of the performance period.
