Award Description: 'The COPS Hiring Recovery Program (CHRP) provides funding directly to law enforcement agencies to hire and/or rehire career law enforcement officers in an effort to create and preserve jobs, and to increase their community policing capacity and crime prevention efforts.'
Project Description: On a regular basis, the Police Department participates in community forums to help identify areas of concern to the public and develop solutions. As an example, in 1999 the Winooski Police Department developed a School Resource Officer program in the schools and then reached out to the Vermont Agency of Human Services to gain assistance in identifying best practices for addressing juvenile and misdemeanant crime through community involvement. Refugee Resettlement and the Federal Government were consulted to identify interpretation services. The Vermont Agency of Human Services assisted in identifying Restorative Justice, as practiced worldwide as a modality that could be adapted to address crime, involve community, and repair harm done by criminal offenses. Our Police Department partnered with the local Domestic Violence Task Force to seek ways to reduce Domestic Violence in the community. Partnership with the University of Vermont resulted in Tolerance teaching through the Winooski Recreation Program. We continue to participate in the Winooski Safe Community Committee, which is a collaborative process by which several community organizations, to include the school, local religious organizations, and the City?s Recreation and Wellness office. As a function of the police department, the success of these programs is dependent upon sufficient staffing to enable officers to dedicate the time to early intervention and prevention.
