Award Description: FY 09 Recovery Act STOP Violence Against Women Formula Grant
Project Description: The Recovery Act funding allocated to law enforcement allows (9) sheriff departments in Florida to each hire one specialized detective who will partner with their local community-based certified domestic violence center’s newly hired VOCA funded advocate to review on a daily basis new domestic violence incident reports. The project, known as InVEST, is a research–based proactive approach to domestic violence community policing. It creates a partnership and opportunity for law enforcement and victim advocates to detect and document high risk domestic violence cases, as well as the ability to track and hold offenders accountable for domestic violence crimes. Law enforcement hired 4 full-time positions, 1 one and a half position, and 1 half-time position. The Recovery Act funding allocated to prosecution services allows prosecution agencies to either retain or hire new attorneys specializing in the prosecution of domestic violence, sexual assault, dating violence and stalking. In addition, prosecution services will hire specialized law enforcement personnel to investigate domestic violence and sexual assault cases for prosecution, and hire victim advocates to assist victim’s through-out the court related process. So far prosecution services have hired 10 full-time positions and retained 6 positions. Victim service providers were awarded funding through a competitive grant process aimed at seeking those providers able to maximize service provisions to under served populations of domestic violence and sexual assault victims. Eleven projects were funded, equally serving sexual assault and domestic violence victims located in culturally diverse areas of the state, and primarily serving populations with victims of color, migrant status, rural demographics and the elderly and disabled.
