Award Description: The County of Fresno will utilize HPRP to fund 8 subgrantee activities to provide homeless prevention and rapid re-housing funds to individuals who are homeless or at risk of becoming homeless, and to provide them housing stabilization services. The County will provide housing funds for 4367 persons who are homeless or at risk of becoming homeless. The housing services will be partnered with housing stabilization activities such as case management, credit repair and legal counsel to ensure the assisted families and individuals are more adept and keeping secured housing. Population to be served include youth aging out of foster care, victims of domestic violence and other persons who also may be homeless or at risk of becoming homeless. The agencies selected to receive HPRP funds include Central California Legal Services, AspiraNet, Marjaree Mason Center, California Association for the Physically Handicapped, United Way of Fresno County, Angels of Grace Foster Family Agency, the City of Fresno Housing Authority, and the County of Fresno Housing Authority. The County will be keeping a portion of the HPRP funds for financial assistance for County clients. The County will also be providing HPRP administration funds as part of the contracts with this agencies, as well as keeping a portion of the HPRP administration for County staff administrative expenses.
Project Description: The County expects to provide housing related services to 4367 persons who are homeless or who are at risk of becoming homeless. Central California Legal Services will provide stabilization services to 140 eligible families and individuals in the form of legal aid related to housing issues. Aspiranet will provide housing funds and stabilization services to 5 emancipated youth aging out of foster care. The Marjaree Mason Center will provide financial assistance and housing stabilization services to 150 victims of domestic violence. California Association for the Physically Handicapped will provide housing funds and stabilization services to 61 clients. Angels of Grace Foster Family Agency will provide housing funds and stabilization services to 15 youth aging out of foster care. The County of Fresno Housing Authority will provide housing funds and stabilization services to 396 eligible families and individuals. The United Way of Fresno County will provide outreach and engagement services to an estimated 3600 callers through the 211 call center to inform residents of Fresno County of available HPRP services. The City of Fresno Housing Authority is also contracted to provide administration of HMIS for HPRP.
Jobs Summary: Of the 14 jobs created and/or retained through the use of HPRP funds, .50 will be employed through the 211 call center under outreach and engagement in order to connect eligible participants with HPRP program benefits, handle incoming calls, and keep the resource database current. Four case management positions will be utilized by a domestic violence shelter to provide HPRP related services. These four case managers represent more than 20% of the shelter staff. The local HMIS will utilize .25 staff under this program to provide support to homeless service providers utilizing the HMIS and comparable data systems. Legal services will be provided utilizing .50 attorney/paralegal to represent and/or assist tenants in eviction cases and negotiations with landlords. Another 2.0 case managers will be utilized to assist youth aging out of the foster care system and/or former foster youth with housing issues. 1.0 FTE Homelessness Prevention Specialist will assist individuals with disabilities in preventing homelessness or assisting those already homeless. The local housing authority will utilize 3 case managers under the HPRP program to arrange, corrdinate, deliver and monitor services related to meeting the housing needs of program participants. Finally an organization serving young women will retain and/or create 1 LCSW supervisor to oversee daily operations of the HPRP project, .50 credit repari/financial consultant to assist in repairing credit, debt reduction and improving financial management skills and 1 case manager to provide HPRP services.
