Award Description: The Administration on Aging has made additional nutrition funds available for home-delivered meals. These funds support community programs that provide nutritious meals to individuals age 60 and older.
Project Description: ARRA provided Ohio with $1,232,050 for Home-Delivered Nutrition Services. Established in 1978 under the Older Americans Act (OAA), the program provides meals and related nutrition services to seniors who are homebound. In line with the HHS Strategic Objective ?Promote the Economic Independence and Social Well-being of Individuals and Families Across the Lifespan,? Home-Delivered Nutrition Services help seniors to maintain their health and avoid hospitalization and nursing home placement. Ninety-three percent of home-delivered meal recipients who responded to AoA?s national survey of elderly clients reported that the meals enabled them to continue living independently in their own homes. Home-delivered meal programs are faced with the dual challenge of rising food and other costs in addition to an increased demand for services because of the growing elderly population. Now the economic downturn is forcing many local senior programs to close meal sites or scale back meal services. Funding provided under the Recovery Act will help local senior programs to offset these cutbacks and contribute to the provision of over 271,000 additional meals to homebound older adults and their caregivers. As of 9/30/09, regional plans have been approved, ARRA funds have been allocated to area agencies on aging and service providers, and service delivery has begun.
Jobs Summary: ARRA Home-Delivered Meal funds will not have any direct impact on ODA (prime-recipent) and/or area agencies on aging (sub-recipents) workforces because Ohio has elected not to use any ARRA funds for administration and to allocate all funds to the direct provision of meals. During the planning process area agencies on aging (AAAs) asked their providers (vendors) to project job creation/retention. Statewide ARRA home-delivered meal providers project that ARRA funds will create 8 FTEs and retain 6 FTEs. To confirm job retention and creation providers will be submitting quarterly reports to their respective AAAs. AAAs will summarize the data and send it to ODA for inclusion in the State's quaterly report. Through 9/30/09 providers report creation/retention of 4.0 jobs. The types of jobs created/retained include: prep cooks, dietary aides, kitchen aides and drivers. (Total jobs reported: 4)
