Award Description: The IDS grant will help provide services in the four-county service area that includes Lyon, Greenwood, Chase and Osage counties in Kansas. This service area is home for 63,178 people including 21,476 people living with incomes below 200% of the Federal Poverty Level, which is the target population. According to the Kansas Department of Labor's January 2009 report, three of the four counties in the LCHD/FHCHC service area had higher unemployment rates than the state of Kansas. Osage County had the highest at 8.3%, significantly higher than kansas (6.4%0 or National (7.6%) rates. The service area is struggling to rebound from layoffs by area employers. The work force reduction has led LCHD/FHCHC patient populations to trend toward an increased number of uninsured and Medicaid patients served and a decrease in patients with private insurance. The LCHD/FHCHC requests funding necessary to increase staffing by 1.0 FTE dental hygienist, 1.0 FTE outreach coordinator, and retain .5 FTE midlevel provider and .5 FTE licensed practical nurse (LPN). Additionally, the LCHD/FHCHC will pilot expanded hours of operation by opening at 7:00 a.m. instead of 8:00 a.m.
Project Description: In the second we retained the .5 FTE for the Nurse Practioner and .5 FTE for the LPN position. In our IDS application, retaining these positions were to maintain the current number of medical patients seen at LCHD/FHCHC. Our new Hygienist started on 6/30/09 and has been a wonderful addtion to our dental clinic. She has been able to help reduce the amount of time patients have to wait to be seen at our clinic. Our new Outreach coordinator started 9/28/09 and has been learning about LCHD/FHCHC and healthcare in general. She is well connected with Emporia and surrounding communities. We anticipate it will take her most of the 3rd Qtr to become knowledgeable about her job and to start being able to bring in new patients to LCHD/FHCHC.
