Award Description: Complete the ARRA Risk Assessment and Mitigation Tool for each IHS program listed in Attachment 1B of the July 13, 2009 HHS memorandum related to the HHS A-123 Guidance Manual to fulfill OMB Circular A-123 requirements specifically related to the ARRA, including all necessary supporting documentation. The risk assessment must consider government-wide risks, agency-specific risks, and program risks to meet the objectives of the President's memorandum and to ensure accountability under the ARRA accountability framework included in OMB guidance (M-09-15). The accountability framework includes strategic, operational and reporting compliance objectives that HHS and its OPDIVs must meet during the pre-award, performance period, and post-performance periods.
