Award Description: Develop and execute grant accrual and estimated liability methodology for Recovery Act funds. Task 1: Analyze Requirements for Grants Using Recovery Funding Includes 100% data call to states support preparation of the June 30, 2010 grant accrual. Task 2: Develop an Auditable Methodology for the FHWA Recovery Act-funded grants no later than 10/05/09 Includes Engaging in discussions with State DOT offices, FHWA Field and HQ personnel; Benchmarking grants accrual processes at other Federal agencies similarly using Recovery Act funding; Developing statistical Recovery Act grant accrual methodology. Upon acceptance, executing for Q4 FY2009 no later than 10/5/09, and Q1 FY2010 no later than 1/9/2010, and Q2 FY2010 no later than 4/9/2010; and Validating model using actual payments occurring after the quarter . Task 3: Functional Testing and Validation Using Actual Recovery Fund spending trend activity Task 4: Preparation of Documentation Includes Developing standard procedures and user’s manuals by 11/30/09.
