Award Description: Targeted Brownfields Assessment: Tasks shall be performed in conformance with EPA’s final regulations governing All Appropriate Inquiries or ASTM E1527-05 and E1903-97. (1) Conduct Phase I Assessment: consisting of a file review; a historical review, site interviews with pas and present owners; obtaining site access for site inspection; a visual inspection of site conditions and adjoining properties; provide written documentation of site conditions; determine site characteristics; establish the existence of any land use restrictions, institutional controls, or engineering controls; develop a health and safety plan for field activities; and perform other activities as necessary. (2) Conduct Phase II Assessment: consisting of a file review; obtaining site access for purposes of conducting field sampling activities; identify data gaps; determine site characteristics; develop a field sampling plan identifying contaminants of concern; develop a health and safety plan for field activities; develop a QAPP for site assessment activities; perform necessary field activities; coordinate analytical support needed to analyze samples taken; perform necessary data management; assess risks associated with sample data; complete and update existing Pre-CERCLIS Screening Assessment Reports; and complete and submit property profile forms. (3) Provide technical support in community involvement, identifying PRPs, data entry, and other technical support. (4) Provide technical reports in conformance with EPA guidance.
