Award Description: Public Housing Competitive ARRA Capital Fund
Project Description: Grant funds are being used for the substantial rehabilitation of a thirty unit elderly/disabled apartment building with the emphasis on energy saving green improvements. The scope of work includes the replacement of the deteriorated building exterior with a more energy efficient sustainable material which also includes greatly enhanced insulation values, replacement of inefficient windows, redesign of front entrance for thermal efficiency, replacement of asphalt shingle roof with a more sustainable metal roof which includes the installation of roof top solar panels to heat all the hot water in the building. Hallway HVAC system will be redesigned for efficiency and a windmill will be installed on site to generate up to 50% of the electricity for the building. This is an all electric building that is facing a significant increase in electric rates during the coming year as the rate caps in Pennsylvaina expire. The planned improvements are projected to reduce energy consumption in the building by 75%. The work on this project is currently in the design phase. Construction bidding is anticiapted in the spring of 2010. Project will be fully obligated within twelve months and construction is anticipated to be completed within twenty four months.
