Award Description: On July 20, 2009 Louisville Metro Government and the U.S. Dept of Housing and Urban Development formally signed the Homelessness Prevention and Rapid Re-Housing Agreement. Louisville, KY's HPRP Entitlement totaled $4,870,830 for the three year program. Louisville, KY's HPRP plan calls for $2,600,000 being appropriated for direct financial assistance (rental assistance, utility arrearages, security deposits, etc.) through the 8 Neighborhood Place service locations and an additional $1,827,288 being appropriated for housing relocation and stabilization services (through 4 HPRP sub-grantee services agencies). Project Description: On September 1, 2009, HPRP started in Louisville, KY. The Neighborhood Place is providing direct financial assistance (and back rental arrearages), security deposits on new rental units, back utility arrearages, limited moving cost, and temporary hotel stays (if applicable). The 8 Neighborhood Places will serve as a central intake for HPRP. If a client desires direct financial assistance they will have to access the assistance through the Neighborhood Place. After the first month of assistance, all HPRP clients will be referred to one of the four HPRP service agencies (as awarded through the independent HPRP Grants committee). These four agencies include: the Urban League, Family and Children First, Catholic Charities, and Legal Aid Society, Inc. Confirmation that clients are still eligible for HPRP financial assistance will be made back to the Neighborhood Place from these 4 service agencies after the first month of assistance.
