Award Description: The purpose of the the Homeless Prevention and Rapid Re-housing Program (HPRP) is to provide homelessness prevention assistance to households who would otherwise become homeless - many due to the economic crisis - and to provide assistance to rapidly re-house persons who are homeless. In meeting with locally defined needs, Guam Housing and Urban Renewal Authority (GHURA) opted to subgrant the HPRP funds to reach as many eligible applicants at the frontline. GHURA worked with its local Continuum of Care (Guam CoC) to invite its subrecipients who already provide similar services of the same population for the competitive process of HPRP funds. GHURA's intention is to use HPRP resources to target and prioritize serving households that are most in need of this temporary assistance and are most likely to achieve stable housing, whether subsidized or unsubsidized, outside of HPRP after the program concludes. GHURA awarded HPRP funds to two subgrantees to carry out HPRP Activities: 1) Family Services Center (FSC), HPRP, operated by The Salvation Army, and 2) Catholic Social Service (CSS) HPRP, operated by Catholic Social Service. GHURA and its subgrantees will target two populations of persons facing housing instability: 1) individuals and families who are currently in housing but are at risk of becoming homeless and need temporary rent or utility assistance to prevent them from becoming homeless or assistance to move to another unit (prevention), and 2) individuals and families who are experiencing homelessness (residing in emergency or transitional shelters or on the street) and need temporary assistance in order to obtain housing and retain it (rapid re-housing). The Family Services Center HPRP plans to provide services to an estimate of 46 households for rental assistance for up to 3 months per year, utilities to 46 households for up to 3 months per year. Annually, FSC HPRP has projected that it will serve from 230 to 460 individuals, within 3 years, 276 households. Catholic Social Service HPRP plans to provide rental assistance to 24 households up to 18 months, deposit and first months rent for up to 24 households, 3-month financial assistance for rental arrears for 24 households, and 3-month power and water arrears assistance for a total of 23 households.

Jobs Summary: The Salvation Army: 1) Social Worker -- conducts outreach to potential consumers, teaches money management classes, collaborates with other agencies as required to stabilize housing, conducts site visits/home studies, and counsels clients on housing issues; is responsible to input client data into the Homeless Management Information System. Catholic Social Service: 1) Social Worker -- The Social Worker reports directly to the Supportive Services Division Program Manager., supervise the CSS HPRP staff, as well as assess the needs of all applicants found to be eligible for services; 2) Case Manager -- Conducts intake interviews and assists applicants in filling out the application and other required forms, follow up to have pending documents submitted, receive and respond to all inquiries about the program, prepare payment requests for financial and other assistance, provide a pre-occupancy orientation for all approved tenants to ensure that all conditions on the list are understood by the tenant. 3) Housing Locator -- Will work with landlords in having them provide apartment units for the participants, will negotiate the lease amounts with the landlords, will work closely with tenants and landlords to address and resolve possible conflicts, conduct move-in and move-out inspections, and assist the Social Worker and Case Manager as needed.
