Award Description: NJ TRANSIT is investing in public transportation by advancing the following projects: 1) Bus Rolling Stock Rehabilitation: Replacement of various bus components, major body work, structural repairs, rebuilding fare collection, radio & communication equipment & bus repainting as needed. 2) Newark Penn Station Plaza West: Preliminary engineering/NEPA work on exterior pedestrian & traffic circulation improvements on the west side of Newark Penn Station in Newark, NJ. A mid-block roundabout will be constructed along with some traffic calming work & realignment of Alling St. with Raymond Plaza west. Also, upgrades to traffic signals & roadway lighting, taxi queuing & a intercity bus loading area & other related improvements will be completed. 3) Local-Access Link/AC Jitney Minibus Purchase: Purchase approx. 24 vans, 137 minibuses & 57 sedans to modernize both programs. 4) Bus Shelter Installation: Siting, purchase & installation of approx. 175 bus shelters throughout the state. Also includes the improvement to bus signage, passenger information display installation & lighting in bus boarding areas. 5) Lower Hack Bridge Rehab-Phase II: Rehabilitation of this three-track bridge that carries NJ TRANSIT's Morris & Essex & Montclair Boonton Line trains over the Hackensack River. 6) RiverLine/AC Line Station - Pennsauken: Construct a new intermodal station & parking facility to allow passengers from NJ TRANSIT's RiverLine light rail to transfer to NJ TRANSIT's Atlantic City Line commuter rail service as well as local bus service. 7) Edison Rail Park & Ride: Construct a supplemental parking facility to serve the increased commuter needs. NJ TRANSIT's Northeast Corridor commuter rail line serves the station as well as local bus. Includes construction of approx. 475 space surface lot, vehicular access from main roads & an ADA compliant pedestrian walkway. 8) Plauderville Station ADA Improvements: Installation of high-level platforms, canopies, heated shelters, and ramps. Plauderville Station is located in Garfield, NJ & serves the Bergen County Commuter Rail Line as well as local bus service. 9) Morristown Line Bidirectional Signal Improvements: Installation of a train traffic control system on the Morristown Branch of NJ TRANSIT's Morris & Essex Lines. Also includes installation of a new interlocking on this segment to facilitate crossovers. 10) RiverLine Cab Signal System: Design, purchase & installation of an Automatic Train Control (ATC) signal system. An ATC system will permit the train operator to view the current signal restrictions from the cab of the light rail vehicle, rather than relying on wayside signals along the right-of-way. 11) Commuter Rail Rolling Stock Rehabilitation: Repairs & replacement of major systems within NJ TRANSIT's passenger car fleet as well as the diesel and electric locomotive fleet. The car system rehabilitation includes electric propulsion, HVAC, cab signal, air brake, wheel axle, truck overhaul, electric door controls, toilets, display units & other electric components. Locomotive systems rehabilitation includes main engines, head end power units, air compressors, generators, alternators, brake assemblies, pantographs, transformers, terminal boards, electric switch gears, cooling fans & unit cylinder power assemblies. 12) Enhanced Track Rehabilitation: Involves the installation of ties on NJ TRANSIT's Atlantic City, Montclair and Main Lines; Replacement of rail on NJ TRANSIT's Morristown Line; Replacement of switches in Hoboken Terminal; and other system-wide track improvements. 13) ARC: Relates to a new trans-Hudson commuter rail tunnel from northern New Jersey to a new station under 34th St. in Manhattan. Specifically, the grant includes the professional services expenses during Final Design as well as the first construction contract for the construction of a Tonnelle Avenue underpass at the New Jersey tunnel portal.

Advertised for purchase of AC Jitney vehicles in August. 4) Bus Shelter Installation: Issued Notice to proceed. Installations began in September. Bloomfield Station Bus Shelters & light poles installed. Signage installation began. 5) Lower Hack Rehabilitation: NJ TRANSIT Board of Directors approved the project's primary contract in September. 6) Pennsauken: NJ TRANSIT Board of Directors approved early action contract in September. 7) Edison Station: Construction is 50% complete. Arts in Transit plaza is 90% complete. 8) Plauderville: NJ TRANSIT Board approved primary contract. Bids were received in August. 9) Morristown Line Signal Improvements: Issued Notice to proceed in September. Received track switches from manufacturer. 10) RiverLINE Cab Signal System: Procurement process continued. 11) Commuter Rail Rolling Stock: No activity for this grant (see Section 5309 grant). 12) Enhanced Track Rehabilitation: No activity for this grant (see Section 5309 grant). 13) ARC - Professional Services for Final Design: Final design work continued. ARC - Tonnelle Ave: Notice to proceed was issued and work began.
Infrastructure Description: The five purposes of the Recovery Act are: 1) To preserve & create jobs and promote economic recovery. 2) To assist those affected negatively by the recession. 3) To provide investments needed to increase economic efficiency by spurring technological advances. 4) To invest in transportation infrastructure that will provide long-term economic benefits. 5) To stabilize State and local government budgets, in order to minimize reductions in essential services and counterproductive State & local tax increases.
