Award Description: Riggs Community Health Center, Inc. (Riggs CHC, formerly Tippecanoe Community Health Clinic, Inc.) is the sole comprehensive primary health care provider in the Tippecanoe County area offering a sliding fee scale to the target population, 23,408 underserved residents with incomes below the Federal poverty level. (Census) With 9,349 patients (UDS 2008), Riggs CHC proposes to serve 2,000 additional patients for 6,800 additional visits with 3 additional FTE provider staff (2 NP; 1 LCSW) over the CIP project period. Riggs CHC has a rich 21-year history of increasing access to care; its robust strategic plan proposes to further increase access to care through a number of initiatives consistent with the CIP goals and objectives. Specifically, the organizational focus areas include: growth of both capacity and access to meet increasing demand for services, long-term financial stability, operational efficiency and position/awareness in the community. Riggs CHC is perfectly positioned to take full advantage of the CIP and realize its own objectives to increase facility and operational capacity and meet increased needs in the immediate future. Funds available through the CIP project will support Riggs CHC to expand our capacity to provide primary and preventative health care services to medically underserved populations as well as create employment opportunities in the Greater Lafayette community. The Center has pressing capital improvement needs which include: renovation of a leased facility for 2nd site (HRSA CIS approved 5/14/09); replacement of three HVAC units; dental equipment; purchases for improved telecommunications systems and fiber optic lines; and EHR and related purchases for redundant wireless/wired LAN infrastructure. This CIP project is consistent with the Riggs CHC mission to provide comprehensive, culturally competent, quality primary health care services with respect and compassion to the underserved residents in Tippecanoe County.
Project Description: The Riggs CHC Annex Renovation Project addressed the need to renovate an additional service site located at 1324 Tippecanoe St. This space while not originally designed for primary care services was suitable with minor renovation. The funds requested from this project provided a complete outfit of the facility and helped aid Riggs CHC to continue to fulfill its mission of improving access to quality, cost effective, comprehensive health care with respect and compassion to underserved community members. The renovation project will allow for an additional 5,800 patient visits at the site over the two-year project period. The Riggs CHC Annex opened to patients on September 1st, 2009. The Riggs Annex is the primary location for newborn visits, allowing for social distancing between these young children with highly susceptible immune systems and the many sick patients seen daily at the primary site. The facility also has a lower level that has been divided to provide a conference room that has been used for staff and patient training sessions. In all, the Riggs Annex renovation included six exam rooms, a shot room, lab, Baby Corner, conference room, and various clinical and administrative support areas. The renovation of this space was feasible as the CIP funds were used to furnish the space with a comprehensive suite of equipment. As mentioned, the renovation project included a division of a large open area to allow for a Baby Corner. Baby Corner is a community sponsored program for new and expectant parents to 'purchase items needed for their child including diapers, clothing, books, and car seats. For the project to be deemed complete, Riggs CHC has ordered the CHORUS practice management system licenses which are a cost of $24,000.
