Award Description: The Homeless Prevention and Rapid Re-Housing (HPRP) is focused on housing for homeless and at-risk households. There are four main areas of assistance offered under this program. 1. Financial Assistance - This area can provide short-term or medium-term rental assistance, security deposits, utlity deposits, utility payments, moving cost assistance and motel vouchers. 2. Housing Relocation and Stabilization Services - This area can provide the following services; case management, outreach and engagement, housing search and placement, legal services and credit repair. 3. Data Collection and Evaluation - This area is for reasonable and appropriate costs associated with operating HMIS. 4. Administrative Costs - No more than 5% of the total award may be spent on adminstrative costs. The overall purpose of this program is to provide assistance for households that will prevent them from becoming homeless or to provides assistance to housholds that are experiencing homelessness. Throughout this program we will be measuring how many units (households) assistance is provided to, what type of assistance and how much. Once the household is considered stable they will exit the program; however, we will be conducting follow up interviews to ensure they are maintaining sustainablility, this will be measured. We will also measure the amount of jobs that are retained or created with the HPRP funds.

Project Description: During this quarter Seminole County released a Request for Proposal (RFP) for the Rapid Re-Housing portion of the Homeless Prevention and Rapid Re-Housing (HPRP) funds. Proposals were submitted and reviewed by a committee. Two agencies were choosen to particpate in the program, these subrecipients are Jewish Family Services (JFS) and Community Based Care of Seminole (CBC). The agreements were executed prior to September 30, 2009, and the agencies have recieved guideance on program requriements, income qualification training and will recieve training on HMIS during the month of October 2009. Below are the antipated services that will be delivered and the anticpated results. Jobs Summary: No positions have been created or retained as of September 30, 2009. It is planned that 2.5 FTE will be created/retained with HPRP funds. The person to fill the position for Seminole County Community Assistance Division has been selected and will start work on October 5, 2009. The 1.5 positions of the grant subrecipients will be created/retained during the next reporting quarter. The jobs are case management positions that will be funded for approximenaly one year. All jobs are created due to the Recovery Act funds. These positions will be responsible for providing on-going case management for program particpants. (Total jobs reported: 0)
