Award Description: The Homelessness Prevention and Rapid Rehousing Program (HPRP) provides two primary services: 1) financial assistance and; 2) housing stabilization and relocation services with an overall purpose to reduce and prevent homelessness. These services are provided to both homeless and near-homeless households. Homelessness prevention services are offered to near-homeless households, and with assistance from the HPRP, the households will avoid homelessness. Estimated prevention services offered include: financial assistance services [rental assistance (27 households, 57 individuals), security and utility deposit assistance (34 households, 71 individuals), moving cost assistance (35 households, 74 individuals)]; and housing stabilization services [outreach, engagement and case management (60 households, 126 individuals), and housing search and placement (24 households, 50 individuals)]. Rapid rehousing services are provided to households who are currently homeless, and through services offered, these households will obtain and maintain their housing. An estimated (22 households, 46 persons) will be served with rapid rehousing services. Services offered include: rental assistance, security and utility deposit payments, moving cost assistance, hotel and hotel vouchers; and housing stabilization services include: outreach and engagement, case management assistance, and housing search and placement.
Project Description: The overall purpose of the award is to reduce and prevent homelessness. In the quarter from 7/1/2009 to 9/30/2009, the City of Alameda completed necessary administrative activities to ensure the successful start-up of the HPRP program, including executed contracts to deliver data collection, homeless prevention, housing assistance (rapid rehousing) and administrative services.
