Award Description: The City will utilize HPRP to fund 8 subgrantee activities to provide homeless prevention and rapid re-housing funds to individuals who are homeless or at risk of becoming homeless, and to provide them housing stabilization services. The City will provide housing funds for 1,297 persons who are homeless or at risk of becoming homeless. The housing services will be partnered with housing stabilization activities such as case management, credit repair and legal counsel to ensure the assisted families and individuals are more adept and keeping secured housing. Population to be served include veterans, youth aging out of foster care, victims of domestic violence and other persons who also may be homeless or at risk of becoming homeless. The agencies selected to receive HPRP funds include Central California Legal Services, AspiraNet, Marjaree Mason Center, WestCare California Inc., Fresno County Economic Opportunities Commission, Angels of Grace Foster Family Agency, and the City of Fresno Housing Authority (2 awards). The City will also be providing HPRP administration funds as part of the contracts with this agencies, as well as keeping a portion of the HPRP administration for City staff administrative expenses.
Project Description: The City expects to provide housing related services to over 2,100 persons and over 1,100 households who are homeless or who are at risk of becoming homeless. Central California Legals Services will provide stabilization services to 560 eligible families and individuals in the form of legal aid related to housing issues. Aspiranet will provide housing funds and stabilization services to 36 emancipated youth aging out of foster care. The Marjaree Mason Center will provide financial assistance and housing stabilization services to 800 households that include a person who is a victim of domestic violence. WestCare California will provide housing funds and stabilization services to 54 persons through there San Joaquin Valley Veterans Program. The Fresno County Economic Opportunities Commission will provide housing funds and stabilization services to 62 homeless individuals and families. Angels of Grace Foster Family Agency will provide housing funds and stabilization services to 20 youth aging out of foster care. The City of Fresno Housing Authority will provide housing funds and stabilization services to 108 eligible families and individuals. The City of Fresno Housing Authority is also contracted to provide administration of HMIS for HPRP.
Jobs Summary: A total of 0.5 FTE will be created/retained by Central California Legal Services for the provision of legal assistance to include the provision of legal advice, counseling and/or representation in negotiating with a landlord or with evictions including representation at court and other hearings. Legal advocates will negotiate on tenants’ behalf with their landlords regarding late payments, damage or contract (lease) violations; they will educate tenants of their rights and responsibilities; they will go to court and represent the tenant when necessary; they will work to preserve their rights and seek legal remedies when those rights have been violated by the landlord. Funding received by Aspiranet has created 1 new, full-time, Case Management Position for administration of HPRP activities. In addition it has retained 1 Case Management position. A total of 4 jobs will be created/retained by Marjaree Mason Center. These positions provide services for the Center’s HPRP Project through case management. WestCare San Joaquin Valley Veterans will hire one Case Manager who will handle all aspects of the grant, from intake and assessment to entering the pertinent data in the system. This person will assist in finding housing, setting up all utilities, if needed, assisting with the move, etc. Fresno County EOC will create one full-time case manager to provide service referrals, intake, housing placement activities, case management, and collect and input HMIS data. A total of 2.5 FTE professional jobs will be created/retained at Angels of Grace Foster Family Agency. The jobs will include 1 full-time LCSW Supervisor who will oversee the daily operations of the program, direct all billing, as well as provide direct services, 1 part time Credit Repair/Financial Consultant who will assist in credit repar, reducing debt and improving finances and one full-time Case Manager/Social worker will provide assistance in meeting the activities of daily living that will enable them to obtain and retain permanent housing. The Housing Authority will create one new case management position and retain two levels of Housing Program Coordinator positions. The Case Manager will actively participate in arranging, coordinating, delivering, and monitoring services related to meeting the housing needs of program participants and help them to obtain housing stability. The Housing Program Coordinators will determine eligibility for the program by providing on-site intake, interview potential clients, receive, verify, and analyze documents, determine rent portions, and conduct initial inspections of units selected by clients.
