Award Description: The overall purpose of Task Order 0002 is to provide CMS with business process models that will support future programming and analytical services to track financial reconciliations for terminated plans using MARx and Managed Care and Prescription Drug Plan payment system (known as the automated plan payment system – APPS) data. Modification 07 to TO 0002 requires DCCA to provide documentation and evaluation of existing and future HITECH systems impacts, in support of the American Recovery and Reinvestment Act of 2009 (ARRA). Expected outcomes from DCCA's efforts are to create business process models that are used to accomplish the following: 8300 - Document existing and the future HITECH systems impact; 8301 - Evaluate systems impact of proposed HITECH policies/processes; 8350 - Document existing and the future HITECH systems impact; and 8351 – (OIS) - Evaluate systems impact of proposed HITECH policies/processes. Significant deliverables are listed in the Statement of Work ttached to Modification 07 and the table in Section C-10 of Attachment I the task order. The units of measure are due dates in terms of days after delivery to CMS, or on specified days of the month.
Project Description: Developed business process models (BPM) for the following areas within the HITECH Incentive Payment Program for the Centers for Medicare and Medicaid Services (CMS): Enrollment and Participation of Medicare FFS Hospitals in EHR Incentive Program; Enrollment and Participation of Medicare EPs in EHR Incentive Program; Enrollment and Participation of Medicare Advantage Organizations in EHR Incentive Program; Calculation and Payment to Medicare FFS Hospitals for EHR Incentive Program; Calculation and Payment to Medicare EPs for EHR Incentive Program; Calculation and Payment to Medicare Advantage Organizations in EHR Incentive Program; Enrollment and Participation of Medicaid Hospitals in EHR Incentive Program; Enrollment and Participation of Medicaid EPs in EHR Incentive Program; Calculation and Payment to Medicaid Hospitals for EHR Incentive Programs; and Calculation and Payment to Medicaid EPs for EHR Incentive Program. For each area within the HITECH Incentive Payment Program listed above, the project team completed the following work and submitted the following deliverables: Drafted 'To Be straw man BPM based on existing BPMs for registration and participation in Medicare; conducted a number of review meetings with business owners to review and update the straw man BPMs; Clarified existing procedures; clarified details of the EHR Incentive Program; identified risks; and recorded outstanding questions. The project team delivered a packet to CMS including the 'To Be BPMs for each area within the HITECH Incentive Payment Program (listed above), business risks and outstanding questions categorized by business services from the CMS business reference model, and a list of next step BPMs to be developed.
