Award Description: The team provides acquisition support services to assist the Region 9, Public Building Service, Design and Construction Division of the General Services Administration. Specifically, the team supports the acquisition planning, acquisition document development, proposal and quote support assistance, contract administration, and contract close-out on prospectus level projects funded by American Recovery and Reinvestment Act (ARRA) funds in order to meet the Agency?s mission. The team provides- ? Acquisition planning assistance, including market research and recommending procurement strategy; ? Acquisition document development, including cost/price estimates, quality assurance surveillance plans, statements of work, statements of objectives, synopses, solicitations, price negotiation memoranda, and source selection plans, etc.; ? Expert assistance in support proposal and quote evaluations, including price/cost analysis or technical proposal and quote analysis; ? Contract administration support services, including assistance with reviewing Contractor performance, developing contract modifications, and investigating reports of contract discrepancies; ? Contract close-out assistance ? Drafting policy or procedure documents for government review ? Competitive sourcing support, including OMB Circular A-76 studies, strategic sourcing studies, privatization studies, public-private partnerships, and Federal Activities Inventory Reform (FAIR) Act studies.
Project Description: This project has not yet begun as of 9/30 because of the delay in receiving favorable entry on duty determinations for staff from Homeland Security.
