Award Description: Provide assistance consisting of mission-oriented business consulting services in support of FRA's Passenger and Freight Rail Grants Management Programs, with a specific focus on advising FRA with how to establish a grants management program that is commensurate with the significant increase in discretionary grant activity resulting from ARRA.
Project Description: Program Support - Serve as the coordinator and developer for information and processes necessary for the ARRA grants process. Activities include: develop tools and databases to drive workflow, support FRA in the management of the grants management process to assist in keeping on time and on schedule, support FRA in the capture, sorting and organizing of all relevant grant and stakeholder information and utilize tools and process to make such information easily available to RDV leadership for analysis and presentation to the relevant stakeholder audiences. Policy / Process - Assist with tasks such as project planning, process creation and execution, region-related strategic communications, issues tracking, risk identification and mitigation, region-related reporting, and coordination support FRA/RDV leadership across the grants management lifecycle (Application and Approval Process, Award and Disbursement, Management and Monitoring, Closeout) Communication and Resourcing - Support FRA/RDV leadership in Communications Management and Resource Planning. Assist FRA leadership with managing the communications plan by providing on-going communication support to respond to inquiries and requests submitted via the HSIPR mailbox and the docket, and create a catalog of questions and answers for FRA use. Work with FRA/RDV leadership to identify and organize core capabilities needed by FRA and assist them with the creation of high-level workforce requirements for FRA/RDV. Assist with the development of an organizational structure and estimate the level of resources necessary to allow FRA/RDV to execute the grant program while supporting other program needs and strategic goals.
