Award Description: The Connecticut Department of Environmental Protection (CTDEP) was awarded a State Clean Diesel Funding Assistance Program Grant to fund the retrofitting of up to 300 Connecticut Department of Transportation (ConnDOT) vehicles and construction equipment with diesel oxidation catalyst (DOC) emission controls, the installation of a 14-space truck stop electrification (TSE) facility at the Port of New Haven, and the replacement of a high-emission locomotive engine with one or more low-emission generators fitted with diesel particulate filters (DPFs) as emission controls. The general purpose of the grant is to reduce diesel emissions and improve air quality.
Project Description: The general purpose of the grant is to reduce diesel emissions and improve air quality. During this quarter, one CT Department of Transportation snow-plowing dump truck was retrofitted with a verified diesel oxidation catalyst (DOC). In addition, CTDEP staff refined appropriate instruments for delegating responsibilities and establishing financial transfers to satisfy the American Recovery and Reinvestment Act (ARRA), EPA and State requirements. CTDEP coordinated with each of the sub-recipients to develop detailed scopes of work or memorandums of agreement for tracking project progress, job creation and reimbursements. Delegation of responsibilities for meeting reporting and other requirements of ARRA were included in this process.
