Award Description: The St. Martin Parish Sheriff?s Office is the Chief Law Enforcement Agency in the rural parish of St. Martin, Louisiana. The objectives of SLICE is as follows: 1. Create and hire 6 new positions (1 Unit Supervisor, 4 Law Enforcement Officers, and 1 Crime Analyst). 2. Provide for an intelligence led policing approach to SLICE and patrol efforts of all agencies within the jurisdiction by dissemination of information collected and analyzed using statistical analysis and other means. 3. Enhance jurisdiction wide efforts by forming partnerships with municipal law enforcement agencies with members of SLICE coming from police and sheriff departments which includes information sharing. Key deliverables are as follows: 1. Start date of SLICE August 1, 2009 with hiring of 6 persons from sheriff and police departments within rural Saint Martin parish by August 30, 2009. 2. Training of 1 analyst in Intelligence Led Policing and Statistical Analysis of crime in support of directed enforcement activities by September 1, 2009. 3. Establishment of Memorandum of Understanding amongst the parish law enforcement agencies in support of an intelligence led policing philosophy and practice to include information sharing and combination of policing efforts by September 1, 2009. 4. The remaining deliverables are found in the performance measures section of this program narrative and in the Time Line for Implementation section complete with what information will be collected and reported. The SMSO will, within the first month of funding, expedite its hiring process to staff SLICE with 1 unit supervisor at the Sergeant Level, 2 deputies at an experienced patrol deputy level, and 1 crime analyst. The remaining 2 members of the SLICE unit will come from the local municipal police agencies (Breaux Bridge Police Department and Henderson Police Department), both as new positions for a total of 6 new jobs created by the implementation of the SLICE Unit. The SLICE Unit will be sustained using funds from civil seizures and asset forfeitures as a result of criminal convictions. The goal of the SLICE UNIT is to reduce crime within the parish of St. Martin by targeting drug distribution, drug violence, and drug related associated crimes of theft and burglary as well as robbery. Efforts will be directed via the use of a crime analyst which will include areas of deployment, days of the week to work as well as work hours to have the biggest impact on the reduction of crime.

Project Description: Positions funded by this grant have been advertised and applications are being processed. Establishment of MOU's with two other agencies are in the process of being established. Equipment funded by this grant is being researched prior to purchase. Training in this program is being planned.
