Award Description: Activities proposed for CDBG-R funding include: • The water-saving low-flow toilet retro-fit program • Slum and blight removal and clearance and demolition program • The Green Job Skills Training program • The ACC Growth Fund Revolving Loan program The water-saving low-flow toilet retro-fit program utilizing CDBG-R funds is an enhancement to existing programs funded through the FY2009 CDBG allocation. Other funding (FY09 program year CDBG) totaling $225,435 is identified to leverage with $50,000 of CDBG-R funds to carry out this activity. 1 full time job will be created for a trainer and several job opportunities as participants of this program will engage in work and training related to water resource conservation activities associated with the installation of water-saving devices in owner-occupied homes. The Slum and blight removal and clearance and demolition program receiving CDBG-R funds is a long-established CDBG funded program that will be enhanced with the CDBG-R funds. The program has an established history of compliance to CDBG performance and regulatory standards. Other funding (General Fund & CDBG funds for demolition) that total $176,061 is identified to leverage with $156,017 of CDBG-R funds for clearance & demolition. 1 full time job and 2 part time jobs will be created in the identification of the owners of dilapidated structures and several job opportunities will be created in the hazardous materials testing, demolition, and removal of dilapidated structures blighting the community. The Green Job Skills Training program is a new approach to job creation through targeted skills training within emerging industries. Athens-Clarke County will award funding through a contract with vendors selected by the government’s Purchasing Division in accordance with standard bid procedures. Upon selection, Athens-Clarke County will appropriate the funds for each contract award and reimburse vendors as the program is successfully implemented in accordance with clear performance standards and expectations. 4 full time equivalent jobs will be created for trainers in the Green Job Skills Training program. The program will work in association with the Water resource conservation activities associated with the water-saving low-flow toilet retro-fit program and other Green Job Skills opportunities, including weatherization and renewable energy. The training will result in several small business creation opportunities for residents and/or several job opportunities as participants of this program will engage in work and training related to water resource conservation, as well as activities associated with energy efficiency efforts, renewable energy installation. The ACC Growth Fund Revolving Loan program is another long-established CDBG funded program that will be enhanced with CDBG-R funding. Additional business development and expansion loans will be offered to small businesses through an established, open, and transparent process. Other funding (CDBG Growth Fund dollars) totaling $226,000 is identified to leverage with $50,000 of CDBG-R funds to continue providing capital for small business jobs creation. 2 full time equivalent jobs will be created for low to moderate income residents as small businesses are assisted with low interest loans for business expansion or creation. ACC Growth Fund small business loans will create jobs in green, technology, and neighborhood businesses through new business expansion. Vendors receiving CDBG-R funds to carry out eligible CDBG-R activities will be selected through open and competitive bid processes. Athens-Clarke County will extend its normal oversight and monitoring practices to cover the CDBG-R scope of work for funded activities. CDBG-R funded programs will be available to all residents including those residing in the two HUD approved Neighborhood Revitalization Areas in the jurisdiction.

Project Description: The schedule for implementing bids within 120 days from the date CDBG-R funds were made available is below: June 5, 2009 CDBG-R Substantial Amendment delivered to HUD July 2, 2009 HUD completed the review of the CDBG-R Substantial Amendment July 27, 2009 ACC advertised a Request for Proposals in local media August 25, 2009 Responses to the Request for Proposals were due September 11, 2009 Vendor selection was completed September 14, 2009 Award letters were sent to vendors September 30, 2009 CDBG-R funds were obligated to sub-recipients December 29, 2009 CDBG-R contracts execution deadline Athens-Clarke County advertised Notices of Funding Availability for the Water-saving Low-flow Toilet Retro-fit program and the Green Jobs Training program. HED received several applications seeking funding for each program. Sub-recipients have been selected and award letters mailed. CDBG-R funds were obligation by September 30, 2009 and contracts will be executed by December 29, 2009. In-house implementation of the slum and blight removal and clearance and demolition program and the ACC Growth Fund Revolving Loan program are underway.
