Award Description: Senior Community Service Employment Program Grants (SCSEP): To provide subsidized, part-time, community service work-based training for low-income persons age 55 or older who have poor employment prospects. It is intended that these community service experiences serve as a bridge to other employment positions not supported with Federal funds. The State of Nevada through its subproject, Catholic Charities of Southern Nevada, will expand the number of participants assigned to community service work by reducing its current SCSEP waiting list of 32 seniors. The program will also recruit participants from the individuals that enroll at the Catholic Charities of Southern Nevada Employment Services Center located at its main campus at 1501 Las Vegas Blvd. N., Las Vegas, Nevada. Recruitment posters will be distributed to local senior service agencies no later than May 1, 2009. Employment of participants funded under this project should be only in addition to employment that would otherwise be funded by the subproject or training site without SCSEP (ARRA) assistance. All activities funded under this project: (a) Should result in an increase of employment opportunities in addition to those that would otherwise be available (b) Shall not result in the displacement of currently employed workers, including partial displacements such as reductions in hours of non-overtime work, wages, or employment benefits (c) Shall not employ or continue to employ any participant to perform work the same or substantially the same as that performed by any other person who is on layoff (d) Shall not impair existing contracts for services or result in substitution of Federal funds for other funds in connection with work that would otherwise be performed; and (e) Shall not substitute SCSEP (ARRA) jobs for existing Federal or state assisted jobs.

Project Description: Provision of subsidized, part-time, community service work-based training for low-income persons age 55 or older. The Senior Community Service Employment Program (SCSEP-ARRA) sponsored by Catholic Charities of Southern Nevada (CCSN) provides community service TRAINING through the employment of its participants by responding to the needs of public agencies seeking full-time and part-time employees TRAINEES in Clark County while providing the program participants with a supplemental SUBSIDIZED wage to maintain self-sufficiency. SCSEP-ARRA assesses the skills and needs of its participants through individual development goals and progress reviews; improves job readiness skills of its participants through in-service training and placement in jobs TRAINING which are compatible with the potential of the participants; supports the job search efforts of area seniors with linkage to the Nevada State Employment Division and a local job bank of private and public employers that encourage and welcome the employment of older workers. As of today and since the beginning of this project a total of 16 program participants have been enrolled with SCSEP-ARRA. Only on the first quarter three (3) program participants exited the program into full time employment, according to our records as of today they are currently employed. One (1) SCSEP-ARRA program participant voluntarily exited the program. To date our records indicate that the program holds 12 active SCSEP-ARRA participants. These program participants are currently receiving high quality training while offering community hours in various host sites throughout the community. Host sites are being develop in an strong and cooperative partnership with community services providers. Provision of subsidized, part-time, community service work-based training for low-income persons age 55 or older.

Jobs Summary: The SCSEP Program Intake Specialist is expected to demonstrate initiative, anticipate problems, and problems solve with minimal supervision as well as provide administrative support to the SCSEP Program Manager in the daily operations of the program. The SCSEP Program Intake Specialist is expected to know the formal and informal departmental goals, standards, policies and procedures of the Seniors Community Service Employment Program, SCSEP, Catholic Charities of Southern Nevada, and the Diocese of Las Vegas (Total jobs reported: 1)
